The major change to its parameters is to increase the executition time of the PHP code done in the .htaccess file 

Maximumum exec time was increased from 15 to 170  with a 1 second wait between emails

using cpanel php.ini  system increased memmory 20 300   and php execution time to 300 also
code is in user.ini  and php .ini  .htaccess not needed if php.ini is there
